Indonesia has made significant progress towards universal health coverage in terms of population coverage and financial risk protection. While multiple measures have been adopted to ensure its financial sustainability.
Jaminan Kesehatan Nasional (JKN) is a National Health Insurance program which was introduced in 2014. The implementation of the JKN as a single payer for health services has brought significant progress towards universal health coverage in terms of population coverage and reduction of financial burden of the population.
Following the JKN implementation, population coverage has rapidly expanded and reached over 90 percent of the total population. In addition, the out-of-pocket expenditure has significantly reduced around half from 49 percent to 25 percent after eight years of its implementation.
The JKN has implemented multiple measures to ensure financial sustainability of the scheme. First, the enactment of regulation in which 37.5 percent of tobacco tax from the local governments will be earmarked for JKN contributions. Second, the JKN has provided various channels for beneficiaries to pay their contributions such as auto-debit, mobile banking, and internet banking. Lastly, the JKN has developed an innovative source of financing through the JKN Donation Program to receive donations from the public and business.
Through these measures the JKN program can be financially sustained, while improving access to healthcare among the population. Read more
