Joint P4H scoping mission – September 2011

A joint P4H scoping mission comprising WHO, ILO, World Bank, GIP-SPSI and the P4H Coordination Desk runs from 7 to 14 September 2011. The mission team attends a 2-day workshop with various staff from the Ministry of Social Affairs, the Divisions of Internal Revenue and Customs (MoF), the National Institute for Statistics and union representatives. There is a basic review of the existing health system financing mechanisms and the long term vision of the Ministry of Labour is shared with the other national and international stakeholders, a core aspect of which is the extension of the coverage provided to civil servants under the national health insurance scheme Institut National d’Assurance Maladie (INAM) to all categories of the population as quickly as possible, paying particular attention to the contributing capacity of the different categories to be covered. The main recommendations of the scoping mission team include improving the coherence between stakeholders and mechanisms of Universal Health Coverage (UHC) and improving the relationship between INAM and the health facilities through contractual arrangements. The team also recommends increasing the efficiency and quality of service of public health facilities, and exploring new approaches to UHC financial resource mobilization. Finally the team recommends building up the capacity of all stakeholders involved in UHC in Togo.
