It’s not always a good idea to create a separate budget line for a specific intervention. While the intention is understandable from the point of view of the intervention in question (notably in terms of securing the expenditure item and monitoring it), it is often denounced by the logic of pooling public finance resources for greater flexibility in fund management and greater latitude in cash management. From a legislative point of view, and with the same rationale, it is unlikely to be compatible with the ” budget-programme ” reform currently underway in countries such as Mali, as well as throughout the UEMOA area”.
