Henrik Axelson is an independent consultant based in Cairo and originally from Sweden. He is a health economist and health financing practitioner with more than 20 years of experience of providing technical assistance and policy advice to governments of low and middle-income countries and their development partners on the design, implementation, and evaluation of health financing reforms. He is an expert on health financing policy and strategy development, health insurance, expenditure tracking, fiscal space analysis, efficiency analysis, and investment case development. He has prepared tools and guidance materials and conducted training on health financing for clients and stakeholders at the global and country level. He has published extensively in high-impact health policy and economics journals.
As P4H Country Focal Person (CFP) for Kuwait, Henrik will provide support to the government and development partners in carrying out a health financing assessment using the Health Financing Progress Matrix (HFPM), establishing a Health Economics and Financing Unit in MOH, and providing joint capacity building to MOH and other stakeholders. He has been contracted by WHO/EMRO and he is funded by the current French grant to P4H/CD.
