Bottlenecks related to the execution of health expenditures are often related to the public financial management rules and procedures put in place. These procedures are sometimes incompatible and creates hurdles for the Ministry of Health to react quickly to a health emergency. This has been further highlighted with the COVID-19 pandemic and the Cholera epidemic.
In order to facilitate the intervention of the Ministry of Health, the Ministry of Finance has introduced the procedure for the use of the special derogation (streamlining of procedure), which makes it possible to simplify the procedures for the execution of expenditures by the Ministry of Health.
