The BMZ is assisting the Uzbek government in implementing its national health strategy and reforming its social protection system. The aim is to provide comprehensive access to health services for all people in Uzbekistan in a system that discriminates against no-one.
German development cooperation (BMZ) in Uzbekistan is actively working to modernize the country’s healthcare system by transforming hospitals in provincial capitals into state-of-the-art medical centers equipped with advanced technical equipment. A key focus is improving maternal and child health through advisory services and targeted training sessions. Efforts are also underway to redesign the funding mechanism of the public health insurance system to enhance access to healthcare, particularly for disadvantaged population groups. Simultaneously, reforms in basic medical education aim to upgrade the skills and technical capabilities of healthcare staff. Training programs for the proper use of modern medical technology are being updated in collaboration with German university hospitals to meet international standards. Additionally, a medical training center supported by Germany is planned near the Afghanistan border, which will also welcome Afghan healthcare professionals. Other priorities include expanding the use of digital technology in healthcare, reducing tuberculosis rates, and strengthening pandemic prevention and control measures.
In parallel, German cooperation is strengthening Uzbekistan’s social protection system. During the 2024 government negotiations, the German Development Ministry (BMZ) pledged continued support for reform initiatives, including the introduction of a comprehensive framework law covering sick leave, maternity leave, and unemployment benefits. The establishment of a national agency for social protection is another major focus, with BMZ assisting in building a system that prioritizes vulnerable groups. Together, these efforts reflect a holistic approach to sustainable development, aiming to improve healthcare delivery and social safety nets, thereby fostering greater inclusion and well-being across Uzbekistan’s population.
