MoH studies the contribution of Off-budget funding to the NHS service provision

The Planning Directorate at the Ministry of Health has studied the contribution of the off-budget funding to the provision of health services through the National Health Service (NHS). The objective of this analysis is to understand the external financing dynamics in the country and the effective results of this relevant volume of funding, which is not planned nor expended following national procedures.

Off-Budget funding, mainly provided by the US Government, represents around 400MUS$ and the 40% of the funds being invested in the public health sector in Mozambique.The detachment of this funding from national planning cycles implies a major challenge to the general planning and monitoring processes. However, relevant efforts are being done to align and harmonize this funding with national processes and with other external funding, in order to make different sources of funding complementary and not overlapping.

This assessment has analysed 70 technical and financial reports presented by International NGO workingin the health sector in Mozambique, corresponding to 2017.

Preliminary results chow that 63% of this funding is effectively invested and channelled to activities in the NHS, in concepts such as staff, technical assistance, training activities, studies or medical equipment and supplies. These investments are received in an in-kind form by the NHS.

The rest of the funding (37%) is reported to be spent on Current expenditure of the NGO structures (Office rents, salaries, travel, etc.).

With this information in hand, the Ministry of Health expects to be able to negotiate that a more relevant part of this funding can be invested in the NHS in service provision, and to strenghten the alignment of this funding with planning and budgetary national procedures.
