The Philippines, a middle-income country in South-East Asia has now had more than 50 years of experience with social health insurance and in 1995 established PhilHealth, the country’s national health insurer. This paper analyzes the environment, achievements and challenges for PhilHealth in moving the Filipino health system towards Universal Health Coverage (UHC).
