Data of the Budget Execution Report 2021 shows a stagnation of the domestic expenditure of the health sector, even with a light decrease from previous year.
Execution is composed by two nearly equal parts: Domestic expenditure (408M$) and external funding on-budget (405M$), being this latter composed primarily by in-kind donations (medicines) and a small grant part (Common Fund, GFF and bilaterals). There is also a component of IDA credit.
These two big blocks can be observed in the chart, being domestic resources in green and external in blue.
Domestic expenditure rose significantly in 2020 due to Covid (+70M$), but has stagnated in 2021, even registering a light decrease of 10M$.
Priority spending analysis in last years shows more relevant increases in areas like Governance, debt service, defence and Education, compared to Health.
