Mozambique will be one of the 16 countries included in the first phase of the PHCPI initiative, led by WHO, World Bank and the Bill and Melinda Gates Foundation.
PHCPI aims at improving Primary Health Care measurement, with an important focus on health financing. The initiative recommends low out-of-pocket expenditure and maximum pooling to ensure minimum entry barriers to the Primary Health Care.
Mozambique has low out-of-pocket payments at the Primary Level. However, these payments are a revenue and cannot be used by health units. There exists an ongoing dialogue to simply user fee collection and make its management more efficient.
This initiative will imply changes in the way Mozambique is measuring expenditure, as it will be needed to improve classification and tracking of funds by level.
