i. The implementation of the National Health Insurance (NHI) was targeted nearly a year ago (November, 2014) with design features including draft Standard Operating Procedure in hand. However the lack of legal basis has led to delayed implementation.
ii. An interim legal provision was made by establishing the Social Health Security Development Committee (SHSDC) under Development Board Act 1956 in February, 2015 with a mandate to implement health insurance in the country.
iii. The board of SHSDC has seven members with Secretary of Ministry of Health and Population (MOHP) as the chair. Other members are a representative from MoHP (Gazetted First Class), a representative from the Ministry of Finance (MOF) (Gazetted First Class), Director General of Department of Health Services (DOHS), two experts in health economics, medicine or health sector nominated by MOHP and executive director.
iv. Training of the enrollment assistants in the initial implementation districts (Kailali, Baglung and Ilam) has been completed in July 2015.
v. The budget speech of the fiscal year 2015/16 has allocated five million USD for the health insurance programme as well as mentioned mid of October as the enrollment date.
vi. Health facility readiness assessment to roll out the health insurance was done in envisioned health providers and referral centers of initial implementation districts in July, 2015.
vii. The SHSDC is currently working to endorse the SHSDC rule with a consent from MOF and on other preparatory works in coordination with development partners including GIZ Nepal and KOICA Nepal to start the implementation from November, 2015.
