hera, a consultancy specialising in health and development, has completed a pilot phase to evaluate the impact of the P4H Network’s work on universal health coverage (UHC) and financial protection. The project carried out between June and November 2023, involved developing a comprehensive monitoring and evaluation (M&E) framework for the network, which focuses on healthcare access and sustainable health systems.
As part of this effort, hera introduced the Critical Milestone Timeline tool, designed to capture complex changes in health systems and track the relationship between activities and outcomes. Pilots were conducted in Chad (on-site) and Côte d’Ivoire (online), where the tool was tested alongside other data collection methods, including interviews with key stakeholders and document reviews. These tests led to refinements in M&E indicators and evaluation questions, with results presented to the P4H Steering Group in Paris in November 2023.
The revised M&E framework and tools aim to support the P4H Network in strengthening its efforts to enhance healthcare access, reduce financial hardship, and address challenges related to catastrophic health expenditures. This work contributes to the broader goal of achieving the Sustainable Development Goal of leaving no one behind in global health initiatives.
