Short description
This spreadsheet-based tool provides a generic template for setting out time-bound measurable goals and objectives, estimating the variable resources required for attaining the goals and objectives, and calculating the related costs of activities linked to the goals and objectives. It also shows sources and amounts of funding going into the activities.
Purpose
The purpose of the framework is to provide a structure for developing an integrated plan and budget.
Methodology and type of data required
The bottom-up approach is used and it is based on unit costs and quantities of activities. The tool costs activities and aggregates them to objective levels.
Users/Target audience
The framework is intended for planners, program managers and financial analysts at any level, and it should help them to improve their planning and budgeting skills and their understanding of the relationship between the programmatic and financial elements.
