The draft public health law proposes an update of Law 41 of 1983, incorporating the One Health approach as one of its principles.
The draft bill is based on Article 46 of the current Cuban Constitution and recognizes that health is a fundamental right.
It is also based on Article 72, which establishes the State’s responsibility to guarantee “access, free and quality health care, protection and recovery services” for the population.
It contains four titles and 209 articles, proposing an update of the 1983 Public Health Law.
As a novelty, it incorporates the“One Health” approach, which is an integrated unifying principle aimed at balancing and optimizing the health of people, animals and ecosystems in a sustainable manner.
