Public Financial Management Reforms to improve program budgets in health sector of Cameroon

The Ministry of Health in 2019 developed a transition table between the program budget and the strategic axes of National Health Development Plan to ensure that heath sector resources are oriented on priority activities and facilitate the monitoring of key indicators.

Indeed, since 2016, the Government has embarked on a vast reform to modernize public financial management in all ministries and institutions including the Ministry of Health with the introduction of program based budget.

Since then, the budget of the Ministry of Health has been prepared and implemented through program based approach rather than input based budgeting approach. This restructuring facilitates the reading of the health budget and makes it consistent with sectoral priorities.
