The WHO Centre for Health Development and the Department of Health Financing and Economics produced a body of work on enhancing quality healthcare for chronic diseases through purchasing arrangements between November 2021 to December 2023.
Led by WHO Kobe Centre in collaboration with global partners, this initiative aims to unravel the effectiveness of purchasing arrangements in improving health outcomes for chronic conditions. Diverse methodologies including scoping reviews and case studies across eight countries (Australia, Canada, Chile, China, Germany, Indonesia, South Africa and Spain) were employed.
Key findings underscore challenges in blending payment methods, sparse literature on payment distribution decisions, and methodological limitations in evaluations. Crucially, this research advocates for proactive learning and cross-country knowledge exchange to refine future healthcare policies emphasizing the significance of sharing experiences to mitigate implementation failures.
With insights from the Kansai region (Japan) and beyond, the programme promises to enrich global findings, potentially informing local healthcare initiatives, including payment for performance strategies.
