Benin has experimented with two approaches to implementing results-based financing (RBF) in the health sector. Following the failure of attempts to harmonize and rationalize these approaches with a view to making the BRF sustainable, the Benin government has not taken steps to continue its implementation. In the pursuit of universal health coverage, the country has embarked on the Assurance pour le renforcement du capital humain (ARCH) program, which aims to develop health insurance. Promoting health coverage requires, among other things, strengthening strategic purchasing mechanisms.
This article summarizes the main elements of an orientation note drawn up by the experts in charge of scientific support for the Belgian Development Agency’s health sector support program, with the aim of proposing an evolution of the FBR approach implemented in Benin towards a strategic purchasing approach for health services and care, with a view to guaranteeing efficiency, quality and equity of access to health care.
