World Bank (WB) country office for Kazakhstan held a high-level Round Table Discussion titled: KAZAKHSTAN: HUMAN CAPITAL DEVELOPMENT FRAMEWORK today, on April 27, 2021 via zoom.
This meeting was devoted to promting State Officials to recognize the need to invest into human capital in an integrated way by considering education, health protection, and social devleopment within a unified framework instead of the existing silo work among the Ministry of Education, Ministry of Healthcare, Ministry of Labor and Social Protection and others.
Th roundtable was opened with the remarks of Mr Kairat Kelimbetov, an economist who has twice been the Minister of Economy of Kazakhstan and now is the Head of the “ASPIR” – Agency for Stategic Planning and Reforms” under the Presidential Administration of Kazakhstan. From the WB side, Lilia Burunciuc, the Regional Director for the Central Asia Region, gave the opening introduction.
Attendees included top Government officials of Kazakhstan, including the Minister of Education Askhat Aimagambetov; Fist Vice-minister of Healthcare Dr Marat Shoranov; Fist Vice-minister of Labor and Social Protection Akmadi Sarbassov, Mayors of Regions (oblasts) such as Mrs Gulshara Abdyhalikova, Mr Berdiberk Saparbayev — just to name a few; as well as nationally known opinion leaders and policy analysts – Mr Rakhim Oshakpayev, Rauan Kenzhekhanuly – representing the private sector.
The tone for the pressing gaps in Kazakhstan’s human capital development were presented by Mrs Ayesha Vawda, senior education specialist at the WB, followed by lively discusison and Q & A. This presentation was shared and is available here.
