The social programs of the Mutuelle de santé des agents de l’Etat du Sénégal (MSAE) reflect Senegal’s ambition to be a pillar of solidarity for the underprivileged, without social protection. Set up in 2003 on the initiative of the Senegalese government to help government employees and members of their families with their health care needs, the Mutuelle de Santé des Agents de l’Etat (MSAE) now has almost 40,000 members, representing over 150,000 beneficiaries spread across the country in its 45 departmental sections.
Its resources come from membership fees, which are deducted at source from salaries or accounts. It provides full reimbursement of 1/5 of the cost of medical consultations not covered by the State for its employees, and partial reimbursement of the cost of medicines (65%) purchased by employees. Membership of the MSAE is voluntary, and is open to employees of the State, public establishments, local authorities and national companies.
