Over the past two decades, Ghana has worked towards Universal Health Coverage (UHC) through targeted reforms of the health care system and financing. This requires improving access to health services and expanding financial protection, especially for poor and vulnerable people. In this context, the government has introduced various measures and reforms that have focused primarily on aspects of health financing. In recognition of the role of health financing and in the context of consolidating various plans and activities within the health sector, a Health Financing Strategy (HFS) for the period 2014 – 2026 was developed with four implementation phases. In addition, the Ministry of Health (MOH) organized a Health Financing Forum on 26 and 27 November 2019, where 100 governmental and non-governmental health sector stakeholders took stock of the performance of the country’s health financing system and discussed existing challenges and possible measures needed to strengthen the health financing system. Additionally, a document was published in 2019 to support WHO in the strategic development and implementation of health financing in Ghana and to promote the development of the health system through coordination, policy dialogue and targeted technical assistance.
