Starting from July 1, State Health Insurance expands to another region in Uzbekistan: Kashkadarya

Starting July 1, 2024, hospitals in Kashkadarya will operate under the State Health Insurance Fund mechanism, following its successful implementation in Syrdarya. This expansion will include 18 regional medical institutions, allowing residents to access healthcare services through the state health insurance system.

As stated by the State Health Insurance Fund, aimed at improving healthcare quality and access, the resolution of the Head of State “On measures to protect the health of the population and raise the healthcare system to a new level in the Kashkadarya region” dated February 9, 2024, sets forth measures to protect public health and elevate the healthcare system in Kashkadarya. Following the success of the State Health Insurance System in Syrdarya, this system will be introduced in Kashkadarya from July 1, 2024. The program will cover 18 regional medical institutions under the Kashkadarya Regional Health Department, providing services based on state health insurance mechanisms.

This transition is expected to enhance the quality of medical care, resolve misunderstandings about the healthcare system, and streamline service delivery.

A key aspect of the reform, as noted by Zahid Ermatov, Executive Director of the State Health Insurance Fund:

“This resolution, as indicated in its paragraph 11, states that “from July 1, funds allocated from the State budget to finance the activities of regional-level hospitals in the healthcare system of the Kashkadarya region will be transferred to a separate personal treasury account of the State Health Insurance Fund according to the classification of expenses,…The funds will be allocated on the basis of an agreement concluded with the fund. In this case, not less than 10 percent of the funds allocated to them will be determined based on the number of cases treated and the volume of work performed.”

According to Alisher Boboev, Head of Kashkadarya’s Regional Healthcare Department

“To be honest, there were some difficulties. However, with the help, advice and recommendations of the working group of the State Health Insurance Fund, solutions were easily found to the issues that were worrying the workers in the field,…The experience of Syrdarya, the practical and methodological assistance of the working group of the State Health Insurance Fund in organizing work in this area are extremely useful for medical workers in the healthcare system of the Kashkadarya region”

To this end, a working group led by Zohid Ermatov, Executive Director of the State Health Insurance Fund, visited the Kashkadarya region.

As part of the visit, visits were made to all regional-level hospitals under the regional health department, including the regional oncology and radiology department, the regional children’s multidisciplinary medical center, the regional neurology and mental health department, the regional narcology dispensary, and the regional infectious diseases hospital.

They were introduced to the mechanism of state medical insurance and the preparatory processes related to its introduction in the sector, and provided practical and methodological assistance.

At the same time, by entering information about medical services provided to the population into the electronic information system, advice and recommendations were provided regarding the condition treated and the medical services planned to be provided.

“The state medical insurance mechanism, which has been implemented in the Kashkadarya regional healthcare system since July 1, is extremely useful in treating many diseases that affect the population, preventing their complications, providing medical services, and evaluating the activities of doctors” says Jamshid Diyarov, head of the Regional Multidisciplinary Medical Center. 

In addition, this system is much more convenient for both the patient and the doctor, saving time and avoiding various hassles. However, before the state health insurance mechanism and the electronic registration and data generation system that is being established on its basis were established, there were problems in finding information about the patient and his previous visits and examinations. Because the medical worker would waste a lot of time finding paper medical records about the patient and his previous condition, and reviewing doctor’s notes. As a result of the implementation of this mechanism in the healthcare system of the Kashkadarya region, medical services will be brought closer to the population. The scope of medical services will increase somewhat compared to before. It will save both the patient and the doctor’s time. Thus, a good initiative aimed at introducing State Health insurance mechanisms into the healthcare system of the Kashkadarya region and improving the quality of medical services will be launched in Kashkadarya in the coming days.
