Summary of the Cades 2023 annual report on social issues

Against a backdrop of heightened financial market volatility and rising central bank interest rates, Caisse d’Amortissement de la Dette Sociale (Cades) has continued its program of social security issues. Its annual report details the initiatives taken to refinance French social debt.

The annual report of the Caisse d’amortissement de la dette sociale (Cades), the French social security debt amortization fund , highlights the six social issues carried out in 2023, totaling €22.2 bn. Cades succeeded in allocating €24.2 bn to cover the accumulated deficits of the Health and Old-Age branches between 2020 and 2022, including €21.6 bn for the Caisse Nationale d’Assurance Maladie and €2.7 bn for the Caisse Nationale d’Assurance Vieillesse.

The report also highlights progress made in a number of areas, including preventive healthcare, the fight against smoking and alcoholism, improved access to healthcare for the most disadvantaged, and the reduction of inequalities in the pension system. Key indicators are presented to assess the effectiveness of the policies implemented.
