The management of the Caisse Nationale de Sécurité Sociale (CNSS), the main source of funding for social security in the DRC, is based on a tripartite model involving workers, employers and the State.

The transfer of social welfare to the Ministry of Health therefore risks creating an institutional incompatibility and disrupting the operation of the CNSS. The Ministry of Employment is also responsible for managing social security contribution rates and negotiations within the National Labor Council, as well as resolving individual and collective labor disputes.
