Article 60 of the Constitution of the Dominican Republic establishes that everyone has the right to social security, and Article 61 speaks specifically about the right to health. Law 87-01 of 2001 creates the National Social Security System in the Dominican Republic. It establishes the mandatory implementation of a subsidized contributory regime, which will protect independent professionals and technicians and self-employed workers, financed by contributions from the worker and a state subsidy to make up for the employer’s shortfall. The Bar Association of the Dominican Republic (CARD) called on the National Council of the Social Security to provide social coverage, including health coverage, to professionals in the area of law who work as freelancers and other branches, as promised by law.
