In 2023, over 5 million citizens utilized 22.3 million health services under the mandatory health insurance scheme, covering 52% of the population. Of these, 86% were outpatient services, while 14% were inpatient services.
The State Agency for Compulsory Health Insurance has released statistics on medical services provided under the compulsory health insurance framework in 2023. These services were delivered by medical institutions managed by the Medical Territorial Units Management Union (TABIB).
Over 5 million citizens utilized healthcare services a total of 22.3 million times, accounting for 52% of the country’s population. State medical institutions provided 70.2 million services, with 86% in outpatient settings and 14% in inpatient care.
The top five medical institutions delivering the highest volume of services include:
- Baku Main Healthcare Center
- Sumgayit Medical Center
- Ganja City United Hospital
- Republican Clinical Hospital named after Ak. M.A. Mirgasimov
- Sabunchu Medical Center
The most commonly treated conditions were general medical issues, endocrine disorders, respiratory ailments, circulatory system diseases, and musculoskeletal conditions.
For citizens to receive services that cannot be provided in state medical institutions under the authority of TABIB, they are referred to the Agency’s contracted medical institutions (private and medical institutions under the authority of relevant state bodies). Last year, 300,137 referrals were given to citizens. During January-November 2023, citizens who received referrals benefited from 155,361 medical services under compulsory health insurance at contracted medical institutions. Of these services, 2,857 were provided to children and 152,504 to adults.
Breakdown of key operations and procedures:
- 43,650 cardiovascular services
- 38,115 ophthalmological services
- 31,097 invasive radiology services
In August, liver, kidney, and bone marrow transplantation services were added to the Service Envelope, with 37 such operations performed in five months.
It should be noted that the provision of medical services by contracted medical institutions based on referrals given to citizens and their registration in the electronic registry continued from January to December of last year.
