The Ministry of Public Health has initiated a study prior to setting up a management body for universal health coverage. From October 23 to 25, thanks to the technical support of the P4H focal person in Cameroon, a workshop brought together experts who validated the final report of the study.
Thanks to financial support from GIZ, several CSU experts met in Mbankomo, Central Cameroon, to validate the final report of the study carried out prior to the establishment of a management body for Universal Health Coverage (CSU) funds. The general objective of the study was to examine the feasibility of the management body.
More specifically, the aim was to (1) carry out an in-depth analysis of the Cameroonian context in order to propose options for attaching or creating the third-party payer function to an existingpublic or para-public organization likely to take on the CSU’s third-party payer function, following a reform or agreement, (2) carry out a functional benchmarking analysis, and (3) propose options for attaching or creating the third-party payer functionto an existingpublic or para-public organization likely to take on the CSU’s third-party payer function, following a reform or agreement. functional benchmarking between the various possible alternatives, in order to define an ideal positioning for the structure within the Cameroonian operating context ; (3) carry out an organizational study for each option, highlighting its capacity to support the public service mission; (4) carry out an economic and financial study. for each option, enabling us to compare the latter’s management capabilities with the missions envisaged, and finally (5) identify the major impacts (organizational, human resources, financial, etc.), the key success factors and the risks for each of the scenarios.
At the same workshop, participants also validated the actuarial study of the CSU’s healthcare basket. Both studies were financed by the French Development Agency (AFD).
