The health system incorporates multiple funding sources and governance levels and operates under a <a href=\"https:\/\/p4h.world\/en\/documents\/reconciling-devolution-with-health-financing-and-public-financial-management-challenges-and-policy-options-for-the-health-sector\/\">devolved governance structure<\/a>, with 47 semi-autonomous county governments responsible for health service delivery. The national government retains regulatory and policy-making functions. The strategy emphasizes the importance of efficient resource mobilization, equitable allocation and effective use of health resources. It aims to establish an essential package of health services and an enhanced role for supplementary health insurance schemes.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Health insurance and social health protection &#8211; <span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/p4h.world\/en\/news\/nhif-contributions-for-low-income-earners-in-kenya-to-drop-to-usd-2-16-ksh-300-starting-july\/\"><span style=\"font-weight: 400;\">National Health Insurance Fund<\/span><\/a><span style=\"font-weight: 400;\"> (NHIF) plays a critical role in financing health care services. NHIF covers outpatient and inpatient services for registered members, using various payment mechanisms such as capitation and fee-for-service. <\/span><span style=\"font-weight: 400;\">The Social Health Insurance Act w<\/span><span style=\"font-weight: 400;\">as introduced in 2023 with the aim to improve NHIF performance and expand its coverage via the <\/span><span style=\"font-weight: 400;\">Primary Healthcare Fund, Social Health Insurance Fund and Chronic Illness and Emergency Fund.<\/span> <span style=\"font-weight: 400;\">Passage of the Act is pending High Court <\/span><a href=\"https:\/\/www.cliffedekkerhofmeyr.com\/news\/publications\/2024\/Practice\/Employment\/combined-employment-law-and-tax-and-exchange-control-alert-22-July-the-kenyan-high-court-delivers-a-judgment-on-the-social-health-insurance-act-2023-and-the-related-acts\"><span style=\"font-weight: 400;\">review<\/span><\/a><span style=\"font-weight: 400;\">.
