An examination of various reports of Mali’s national health accounts from 2015 through\u00a0 2019 shows that most of the resources allocated to the health sector were provided by households, even if their share in current health expenditure fell slightly between 2018 (31.9%) and 2019 (31.1%). Direct payment by households represented 34.7% of total expenditure in 2019 against a contribution of 25.6% from the public administration.\u00a0<\/span><\/p>\n [\/et_pb_text][et_pb_text admin_label=”TEXT – BLOCK 2″ _builder_version=”4.21.0″ _module_preset=”default” global_colors_info=”{}”]<\/p>\n With a view to reducing direct payment by households, Mali initiated a process of setting up a universal health insurance scheme. The government developed the national social protection policy, and the related policy concerning the financing of universal health coverage (UHC) and its 2018-2022 action plan.<\/span><\/p>\n [\/et_pb_text][ba_gradient_heading title=”Evaluation of the Medical Assistance Scheme informs policy” html_tag=”h3″ primary_color=”#455A64″ secondary_color=”#455A64″ admin_label=”HEADING (50-60 characters)” _builder_version=”4.21.0″ _module_preset=”default” title_font=”||||||||” title_font_size=”26px” title_line_height=”1em” custom_padding=”15px||||false|false” global_colors_info=”{}”][\/ba_gradient_heading][et_pb_text admin_label=”TEXT – BLOCK 3″ _builder_version=”4.21.0″ _module_preset=”default” custom_padding=”||1em||false|false” hover_enabled=”0″ global_colors_info=”{}” sticky_enabled=”0″]Initiated in 2009, the Medical Assistance Scheme [R\u00e9gime assistance m\u00e9dicale<\/a>] (RAMED) is one of the government\u2019s responses to the problem of exclusion of a segment of the population from access to health care and services.\u00a0 An evaluation of the implementation of RAMED, funded by the World Health Organization,\u00a0 was carried out in September 2022 in the regions of Koulikoro, Sikasso, Mopti, Gao and the District of Bamako.[\/et_pb_text][et_pb_text admin_label=”TEXT – BLOCK 4″ _builder_version=”4.21.0″ _module_preset=”default” custom_padding=”||1em||false|false” hover_enabled=”0″ global_colors_info=”{}” sticky_enabled=”0″]<\/p>\n The evaluation methodology involved a combination of quantitative and qualitative approaches. Investigations in the different regions made it possible to examine the legal and regulatory provisions, the operationalization of the system, communications and other key factors.
