Myanmar gained independence from British rule in 1948. It was then called Burma; in 1989 its name was changed to Myanmar. Myanmar has known what is often called the world\u2019s longest civil war since independence.<\/p>\n
[\/et_pb_text][ba_gradient_heading title=”Poor health indicators now” html_tag=”h3″ primary_color=”#455A64″ secondary_color=”#455A64″ admin_label=”HEADING (50-60 characters)” _builder_version=”4.21.0″ _module_preset=”default” title_font=”||||||||” title_font_size=”28px” title_line_height=”1em” custom_padding=”||10px||false|false” global_colors_info=”{}”][\/ba_gradient_heading][et_pb_text admin_label=”TEXT – BLOCK 1 ” _builder_version=”4.21.0″ _module_preset=”default” global_colors_info=”{}”]Chronic underinvestment in health \u2013 around or under 2% of GDP accounted for current health expenditure (CHE) until 20121<\/a><\/sup> \u2013 put the health system in a poor state of readiness to deliver essential health services. Consequently, Myanmar has some of the world\u2019s worst health indicators. The democratization process begun in 2012 saw new directions in social and health policies and ushered in rapid growth and renewed hope. In 2020, total CHE was 4.62% of GDP1<\/a><\/sup>. Per capita CHE steadily rose from US$ 4 in 2000 to US$ 37 in 2013 and US$ 72 in 20202<\/a><\/sup>.\u00a0[\/et_pb_text][ba_gradient_heading title=”Essential services for the future” html_tag=”h3″ primary_color=”#455A64″ secondary_color=”#455A64″ admin_label=”HEADING (50-60 characters)” _builder_version=”4.21.0″ _module_preset=”default” title_font=”||||||||” title_font_size=”28px” title_line_height=”1em” custom_padding=”||10px||false|false” global_colors_info=”{}”][\/ba_gradient_heading][et_pb_text admin_label=”TEXT – BLOCK 2 ” _builder_version=”4.21.0″ _module_preset=”default” custom_padding=”||1em||false|false” global_colors_info=”{}”]<\/p>\n In 2017, the country\u2019s National Health Plan (NHP) 2017-2021<\/a>, the first of three NHPs, laid out the vision of reaching some degree of universal health coverage. This NHP and subsequent NHPs are an integral part of the Myanmar Sustainable Development Plan (MSDP) 2018-2030<\/a>. The MSDP has a wider long-term vision for a peaceful and prosperous country inspired by the Sustainable Development Goals. The NHP 2017-2021 provides the policy basis for the progressive roll-out of a \u201cBasic Essential Package of Health Services\u201d, deciding on an explicitly pro-poor strategic direction.<\/p>\n [\/et_pb_text][ba_gradient_heading title=”Old challenges and present crises” html_tag=”h3″ primary_color=”#455A64″ secondary_color=”#455A64″ admin_label=”HEADING (50-60 characters)” _builder_version=”4.21.0″ _module_preset=”default” title_font=”||||||||” title_font_size=”28px” title_line_height=”1em” custom_padding=”||10px||false|false” global_colors_info=”{}”][\/ba_gradient_heading][et_pb_text admin_label=”TEXT – BLOCK 3″ _builder_version=”4.21.0″ _module_preset=”default” custom_padding=”||1em||false|false” global_colors_info=”{}”]<\/p>\n An effective comprehensive social health protection mechanism at the national level is yet to be established. The latest National Health Accounts (2016-2018)3<\/a><\/sup> showed that out-of-pocket expenditure remained the highest in the region at 76% of CHE. The informal sector is large \u2013 83% of total workforce in 20174<\/a><\/sup> \u2013 and the Social Security Scheme coverage is low \u2013 covering only 2.5% of the total population5<\/a><\/sup>. Social Security contributions stood at 0.58% of CHE in 20183<\/a><\/sup>. Institutional and regulatory frameworks remain fragmented. Public health facilities face shortages of inputs such as limited supplies of medicines and health staff in rural areas.<\/p>\n [\/et_pb_text][et_pb_text admin_label=”TEXT – BLOCK 4 ” _builder_version=”4.21.0″ _module_preset=”default” custom_padding=”||1em||false|false” global_colors_info=”{}”]<\/p>\n After political events in 2021, Myanmar is facing a multidimensional humanitarian crisis with residual needs persisting from previous years and new needs flowing from security and conflict dynamics. Rising prices, severe inflation, limitations on movement \u2013 including of medical supplies, armed conflicts and violence have led to crisis or emergency coping strategies for the majority of people, with substantial negative impacts on personal safety and health. The United Nations estimated that almost half of Myanmar\u2019s population is thought to be living in poverty in 2023<\/span><\/a>.<\/p>\n [\/et_pb_text][et_pb_text admin_label=”TEXT – BLOCK 4 ” _builder_version=”4.21.0″ _module_preset=”default” custom_padding=”||1em||false|false” global_colors_info=”{}”]The Humanitarian Response Plan<\/a>, published by the United Nations Office for the Coordination of Humanitarian Affairs in January 2023, estimated that 17.6 million people in Myanmar need support and requested US$ 764 million\u00a0targeting of 4.5 million people for life-saving humanitarian support. Overseas aid remains critical for the fragile and conflicted-affected country.[\/et_pb_text][\/et_pb_column][\/et_pb_row][\/et_pb_section]<\/p>\n
