Life expectancy at birth was 82 years <\/span><span style=\"font-weight: 400;\">in 2022.<\/span><\/p>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;TEXT &#8211; BLOCK 2 &#8221; _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; custom_padding=&#8221;||1em||false|false&#8221; hover_enabled=&#8221;0&#8243; global_colors_info=&#8221;{}&#8221; theme_builder_area=&#8221;post_content&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<p><span style=\"font-weight: 400;\">The <a href=\"https:\/\/www.commonwealthfund.org\/international-health-policy-center\/countries\/netherlands\">country\u2019s national health insurance programme<\/a> was first <\/span><span style=\"font-weight: 400;\">rolled out in 1941<\/span><span style=\"font-weight: 400;\">, \u201creflecting the German Bismarck model of public and private health insurers\u201d. Furthermore, <\/span><span style=\"font-weight: 400;\">the <a href=\"https:\/\/www.commonwealthfund.org\/international-health-policy-center\/countries\/netherlands\">2006 Health Insurance Act<\/a><\/span><span style=\"font-weight: 400;\">\u00a0\u201cmerged the traditional public and private insurance markets into one universal social health insurance program underpinned by private insurance and mandatory coverage\u201d.\u00a0<\/span><\/p>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;TEXT &#8211; BLOCK 3&#8243; _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; custom_padding=&#8221;||1em||false|false&#8221; hover_enabled=&#8221;0&#8243; global_colors_info=&#8221;{}&#8221; theme_builder_area=&#8221;post_content&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<p><span style=\"font-weight: 400;\">According to the National Healthcare Institute in country<\/span><span style=\"font-weight: 400;\">, the principles guiding the Dutch health care system include access to care for all, solidarity through compulsory medical insurance and high-quality health care services. The Dutch health care system is governed by four basic health care related acts that define four insurance schemes. Together, these four schemes <\/span> constitute <a href=\"https:\/\/english.zorginstituutnederland.nl\/about-us\/healthcare-in-the-netherlands\">coverage for health care <\/a> and related social services:<\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Health Insurance Act [Zorgverzekeringswet]<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Long-term Care Act [Wet langdurige zorg]<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Social Support Act [Wet maatschappelijke ondersteuning]<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Youth Act [Jeugdwet]<\/span><\/li>\n<\/ul>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;TEXT &#8211; BLOCK 4 &#8221; _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; custom_padding=&#8221;||1em||false|false&#8221; hover_enabled=&#8221;0&#8243; global_colors_info=&#8221;{}&#8221; theme_builder_area=&#8221;post_content&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<p><span style=\"font-weight: 400;\">As <\/span><span style=\"font-weight: 400;\">described by the Organisation for Economic Co-operation and Development and in <\/span><i><span style=\"font-weight: 400;\">Country Profile: Netherlands 2023<\/span><\/i><span style=\"font-weight: 400;\">, from the European Observatory on Health Systems and Policies<\/span><span style=\"font-weight: 400;\">, the Health Insurance Act allows competing health insurers to administer an insurance system for curative medical care, including most specialist care (inpatient and outpatient), primary care, pharmaceuticals and medical devices, as well as some adult mental health care services, allied care services and community nursing. It \u201cmandates all residents to purchase insurance encompassing a government-defined benefits package\u201d and \u201cinsurers are obliged to accept all applicants, engaging in negotiations and contracting with providers based on quality and cost considerations\u201d. Health insurers also <\/span><span style=\"font-weight: 400;\">provide voluntary supplemental insurance<\/span><span style=\"font-weight: 400;\"> (see<\/span> <a href=\"https:\/\/eurohealthobservatory.who.int\/countries\/netherlands\/\"><i><span style=\"font-weight: 400;\">Country Profile: Netherlands 2023<\/span><\/i><\/a><span style=\"font-weight: 400;\">)<\/span><span style=\"font-weight: 400;\">, which <\/span><a href=\"https:\/\/www.commonwealthfund.org\/international-health-policy-center\/countries\/netherlands\"><span style=\"font-weight: 400;\">84% of the population<\/span><\/a><span style=\"font-weight: 400;\"> uses, to cover care not covered in the basic package. This voluntary insurance typically covers adult dental care, vision care and drug copayments.\u00a0\u00a0<\/span><\/p>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;TEXT &#8211; BLOCK 5&#8243; _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; custom_padding=&#8221;||1em||false|false&#8221; hover_enabled=&#8221;0&#8243; global_colors_info=&#8221;{}&#8221; theme_builder_area=&#8221;post_content&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<p><span style=\"font-weight: 400;\">The scheme set by the Long-term Care Act \u201c<\/span><span style=\"font-weight: 400;\">entails a single-payer social insurance system<\/span><span style=\"font-weight: 400;\"> for long-term care, administered regionally by the dominant health insurer in each area\u201d (see<\/span> <a href=\"https:\/\/eurohealthobservatory.who.int\/countries\/netherlands\/\"><i><span style=\"font-weight: 400;\">Country Profile: Netherlands 2023<\/span><\/i><\/a><span style=\"font-weight: 400;\">)<\/span><span style=\"font-weight: 400;\">:<\/span><\/p>\n<blockquote>\n<p><span style=\"font-weight: 400;\">This scheme covers long-term, often residential, care that should be available 24 hours a day. The third scheme (Social Support Act) is a tax-funded social care scheme implemented by municipalities and covers social care at people\u2019s home or in small-scale settings. Lastly, the fourth scheme (Youth Act) covers support, assistance and social care for children and adolescents, overseen by local authorities and encompassing a spectrum from general prevention to specialised voluntary or compulsory care. Health services are mostly provided by private non-profit providers, and most physicians are self-employed. On top of these four schemes, the Public Health Act covers public health, prevention and control of infectious diseases.\u00a0<\/span><\/p>\n<\/blockquote>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;TEXT &#8211; BLOCK 6&#8243; _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; custom_padding=&#8221;||1em||false|false&#8221; hover_enabled=&#8221;0&#8243; global_colors_info=&#8221;{}&#8221; theme_builder_area=&#8221;post_content&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<p><span style=\"font-weight: 400;\">All residents and nonresidents <\/span><span style=\"font-weight: 400;\">must purchase statutory health insurance<\/span><span style=\"font-weight: 400;\">. Adults choose a policy from private insurers, which \u201c<\/span><span style=\"font-weight: 400;\">are required to accept all applicants<\/span><span style=\"font-weight: 400;\">\u201d and \u201cpay premiums, annual deductibles, and coinsurance or copayments on select services and drugs\u201d, while children under 18 are covered by the government. As a result, as explained in <\/span><i><span style=\"font-weight: 400;\">Country Profile: Netherlands 2023<\/span><\/i><span style=\"font-weight: 400;\">), <\/span><span style=\"font-weight: 400;\">virtually the entire Dutch population (99.9%) <\/span><span style=\"font-weight: 400;\">is covered<\/span><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;TEXT &#8211; BLOCK 7&#8243; _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; custom_padding=&#8221;||1em||false|false&#8221; hover_enabled=&#8221;0&#8243; global_colors_info=&#8221;{}&#8221; theme_builder_area=&#8221;post_content&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<p><span style=\"font-weight: 400;\">Financing <\/span><span style=\"font-weight: 400;\">is <a href=\"https:\/\/www.commonwealthfund.org\/international-health-policy-center\/countries\/netherlands\">primarily public<\/a><\/span><span style=\"font-weight: 400;\">, through premiums, tax revenues and government grants. Health spending in the Kingdom of the Netherlands is publicly funded at the level of 85% of total current health expenditure that WHO recommends, with limited out-of-pocket spending and active use of voluntary health insurance, <\/span><span style=\"font-weight: 400;\">as described in <\/span><i><span style=\"font-weight: 400;\">Country Profile: Netherlands 2023<\/span><\/i><span style=\"font-weight: 400;\"> below<\/span><span style=\"font-weight: 400;\">:<\/span><\/p>\n<blockquote>\n<p><span style=\"font-weight: 400;\">In 2021, health expenditure in the Netherlands reached an unprecedented 11.3% of GDP, a level slightly above the EU average of 11%. On a per capita basis (adjusted for differences in purchasing power), health expenditure in the country amounted to EUR 4 570, surpassing the EU average by over 13%. Government and compulsory insurance schemes funded 85% of health expenditure \u2013 a higher share than the EU average of 81%. \u2026 [T]he share of health spending financed out of pocket remained low, at 9.3% relative to the EU average of 14.5%. The remainder of health expenditure in the Netherlands was funded through voluntary health insurance, which covers services outside of the standard benefits package, such as adult dental care and physiotherapy. \u2026 In 2022, only 0.2 % of the Dutch population reported unmet needs for medical care either due to excessive costs, travel distance or waiting times \u2013 the lowest proportion across EU countries.\u00a0<\/span><\/p>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">Among recent reforms, the government focuses on policies \u201c<\/span><a href=\"https:\/\/www.commonwealthfund.org\/international-health-policy-center\/countries\/netherlands\"><span style=\"font-weight: 400;\">to improve the long-term sustainability of health care financing<\/span><\/a><span style=\"font-weight: 400;\">\u201d.<\/span><\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][\/et_pb_section]<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Kingdom of the Netherlands, a high-income country in northwestern Europe, had a population of 17.9 million people as of 2023.
