The <a href=\"https:\/\/apps.who.int\/nha\/database\/country_profile\/Index\/en\">per capita income<\/a> is equally low at US$ 84 in 2021 with a highly inequitable distribution of income and wealth <a href=\"https:\/\/data.worldbank.org\/indicator\/SI.POV.GINI?locations=NG&amp;skipRedirection=true\">(Gini ind).<\/a><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Four main sources fund health<sup><a href=\"#1\">[1]<\/a><\/sup> in Nigeria: (1) government funding through budgetary allocations to the Ministry of Health; (2) direct out-of-pocket (OOP) payments by health service users at the point of care; (3) health insurance prepayments, including social, community-based, and private schemes; and (4) donors.<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Government funding<sup><a href=\"#1\">[1]<\/a><\/sup> accounts for 11.9% of the current health expenditures (CHE) with the majority of the burden borne by households through OOP accounting for 76.2%<sup><a href=\"#1\">[1]<\/a><\/sup> of the CHE.\u00a0 Insurance coverage remains low. As of 2018, <a href=\"https:\/\/dhsprogram.com\/pubs\/pdf\/FR359\/FR359.pdf\">97%<\/a> of Nigerians had no form of insurance.<\/li>\n<\/ul>\n<p>[\/et_pb_text][ba_gradient_heading title=&#8221;Health Financing Reforms for UHC&#8221; html_tag=&#8221;h3&#8243; primary_color=&#8221;#455A64&#8243; secondary_color=&#8221;#455A64&#8243; admin_label=&#8221;HEADING (50-60 characters)&#8221; _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; title_font=&#8221;||||||||&#8221; title_font_size=&#8221;26px&#8221; title_line_height=&#8221;1em&#8221; custom_padding=&#8221;15px||10px||false|false&#8221; global_colors_info=&#8221;{}&#8221;][\/ba_gradient_heading][et_pb_text admin_label=&#8221;TEXT &#8211; BLOCK 3&#8243; _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; custom_padding=&#8221;||1em||false|false&#8221; hover_enabled=&#8221;0&#8243; global_colors_info=&#8221;{}&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<p><span style=\"font-weight: 400;\">In response to these challenges, Nigerian policy-makers have put forward important health initiatives over the past decade, including:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/p4h.world\/en\/documents\/national-health-act-2014\/\">National Health Act (2014)<\/a><span style=\"font-weight: 400;\">: Provides a framework for the regulation, development, and management of a health system and sets standards for rendering health services in Nigeria.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Large-scale primary health care (PHC) programmes: Such as the <a href=\"https:\/\/p4h.world\/en\/documents\/the-impact-of-nigerias-saving-one-million-lives-programme-for-results\/\">Saving One Million Lives (SOML)<\/a> programme, which aims to improve maternal, newborn, and child health (MNCH) indices in the country.<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/p4h.world\/en\/documents\/nigeria-national-health-insurance-authority-act-2022\/\">National Health Insurance Authority Act (2022)<\/a>: This law replaces the National Health Insurance Scheme Act of 1999. It seeks to provide universal health insurance coverage that includes vulnerable groups, especially those living in poverty.
