In 2020 Rwanda spent 7% of its GDP and 9% of its total budget on health care. The government and donors contributed 28% and 36%, respectively, towards Rwanda\u2019s current health expenditure (CHE). Although the health care budget allocation of 9% falls below the 15% Abuja threshold, Rwanda has made significant strides in reducing out-of-pocket (OOP) expenditures from 27% in 2000 to 10% of CHE in 2020.<\/p>\n

This achievement is attributed to the successful expansion of the community-based health insurance (CBHI) schemes<\/a>, which granted the majority of the population access to health care services. CBHI covers over 85%<\/a> of the population. As of 2020, 91% of the Rwandan people had some kind of health insurance<\/a>. This has helped to protect households against financial risks associated with illness.<\/p>\n
