Seychelles has the highest health spending per capita in Africa, as shown in the <\/span>Africa Scorecard on Domestic Financing for Health 2024<\/span><\/a>. Still, out-of-pocket (OOP) health expenditure as a percentage of current health expenditure (CHE) was <\/span>22% in 2021<\/span><\/a>, despite health services in public health institutions being free at the point of delivery. This OOP\/CHE ratio exceeds the ratio of prior years, such as <\/span>20% in 2020<\/span><\/a>.<\/span><\/p>\n [\/et_pb_text][et_pb_text admin_label=”TEXT – BLOCK 2 ” _builder_version=”4.21.0″ _module_preset=”default” custom_padding=”||1em||false|false” global_colors_info=”{}”]<\/p>\n The Constitution<\/a> of Seychelles states that \u201cthe State recognizes the right of every citizen to protection of health and to the enjoyment of the highest attainable standards of physical and mental health \u2026\u201d. The constitution also addresses the measures the country will take to regarding these rights in the areas of free primary health care; prevention, treatment and control of disease; infant mortality and the healthy development of children; promoting individual responsibility for health; private medical services.<\/p>\n [\/et_pb_text][ba_gradient_heading title=”A Strategic plan and a national health promotion policy” html_tag=”h3″ primary_color=”#455A64″ secondary_color=”#455A64″ admin_label=” HEADING (50-60 characters)” _builder_version=”4.21.0″ _module_preset=”default” title_font=”||||||||” title_font_size=”26px” title_line_height=”1em” custom_padding=”||10px||false|false” hover_enabled=”0″ global_colors_info=”{}” sticky_enabled=”0″][\/ba_gradient_heading][et_pb_text admin_label=”TEXT – BLOCK 3″ _builder_version=”4.21.0″ _module_preset=”default” custom_padding=”||1em||false|false” global_colors_info=”{}”]<\/p>\n To facilitate the implementation of the <\/span>National Strategic Health Plan<\/span><\/a> (NHSP) and a national health promotion policy, Seychelles has opted for the guiding principle of “health for all and health by all”. This plan, adopted in 2022, is built around six pillars:<\/span><\/p>\n [\/et_pb_text][et_pb_text admin_label=”TEXT – BLOCK 4 ” _builder_version=”4.21.0″ _module_preset=”default” custom_padding=”||1em||false|false” global_colors_info=”{}”]In 2023, Seychelles adopted a National health promotion policy<\/a>, which states that during the few preceding years the country had found maintaining past health gains challenging. In this context, the policy promises to implement the NHSP by proposing \u201cbold changes to maintain and build on health gains for all people in Seychelles throughout the life-course. It recognizes that promoting, protecting, and restoring health in the fragile and unpredictable post-pandemic social and economic situation requires bold and innovative approaches.\u201d[\/et_pb_text][et_pb_text admin_label=”TEXT – BLOCK 5″ _builder_version=”4.21.0″ _module_preset=”default” custom_padding=”||1em||false|false” global_colors_info=”{}”]This approach would help support the country’s efforts to advance universal health coverage (UHC). Indeed, the country’s annual Health sector performance report for 2019<\/a> states \u201cSeychelles has achieved a high service coverage index (80)\u201d.
