Following the civil wars and secession of South Sudan from Sudan in 2011, the country faced significant disruptions in its health care system. Between 2015 and 2021, public expenditure on health hovered around 6.7-7.9% of total public spending<sup><a href=\"#1\">[1]<\/a><\/sup> \u2013 not enough to meet the population&#8217;s health needs given the high burden of disease and limited infrastructure. The <a href=\"https:\/\/p4h.world\/en\/documents\/exploring-health-insurance-services-in-sudan-from-the-perspectives-of-insurers\/?preview=true\">National Health Insurance Fund (NHIF)<\/a> was established to provide some level of coverage, but as of 2016 only <a href=\"https:\/\/p4h.world\/en\/documents\/health-financing-in-sudan-insights-from-the-2023-conflict\/\">43.8%<\/a> of the population subscribed, leaving a substantial portion uncovered.[\/et_pb_text][ba_gradient_heading title=&#8221;Barriers to sustainable health financing&#8221; global_colors_info=&#8221;{}&#8221;]<span style=\"font-weight: 400;\">Sudan faces several barriers to achieving sustainable health financing.<\/span><br \/>\n&nbsp;<\/p>\n<ol>\n<li style=\"padding-bottom:15px; font-weight: 400;\" aria-level=\"1\">Reliance on out-of-pocket (OOP) expenditure: Over half (51,42%) of current health expenditure is financed by households through OOP expenditure in 2022<sup><a href=\"#1\">[1]<\/a><\/sup>, which creates financial barriers for vulnerable populations, leading to inequitable access to health care services.<\/li>\n<li style=\"padding-bottom:15px; font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/p4h.world\/en\/documents\/health-financing-in-sudan-insights-from-the-2023-conflict\/\"><span style=\"padding-bottom:15px; font-weight: 400;\">Fragmented health financing system<\/span><\/a>: The lack of coordination among various funding sources, including government budgets, donor financing and private contributions hinders effective resource allocation and management.<\/li>\n<li style=\"padding-bottom:15px; font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/p4h.world\/en\/documents\/national-health-policy-2017-2030\/\"><span style=\"font-weight: 400;\">Weak governance and management capacity<\/span><\/a>: Governance challenges at both federal and state levels have resulted in ineffective implementation of health policies.<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Conflict in Sudan: Ongoing conflict in the country has <\/span><a href=\"https:\/\/conflictandhealth.biomedcentral.com\/articles\/10.1186\/s13031-023-00542-9\">disrupted health care services<\/a><span style=\"font-weight: 400;\">, making it difficult to mobilize resources or implement reforms.<\/span><\/li>\n<\/ol>\n<p>[\/et_pb_text][ba_gradient_heading title=&#8221;Health financing reforms for universal health coverage&#8221; global_colors_info=&#8221;{}&#8221;]<span style=\"font-weight: 400;\">To advance universal health coverage, Sudan is undertaking reforms aimed at addressing the following barriers.<\/span><br \/>\n&nbsp;<\/p>\n<ul>\n<li style\"padding-bottom:15px;\"><a href=\"https:\/\/www.ilo.org\/sites\/default\/files\/wcmsp5\/groups\/public\/@dgreports\/@ddg_p\/documents\/publication\/wcms_856609.pdf\">Expansion of the national health insurance program<\/a>: Efforts to broaden the NHIF to include all citizens, particularly vulnerable groups such as pensioners and households with low income were a significant step towards increasing insurance coverage.\u00a0<\/li>\n<li style\"padding-bottom:15px;\"><a href=\"https:\/\/documents1.worldbank.org\/curated\/fr\/929661513159699256\/pdf\/BRI-Moving-Toward-UHC-series-PUBLIC-WorldBank-UHC-Sudan-FINAL-Nov30.pdf\">Strengthening primary health care services<\/a>: Shifting focus from hospital-centric models to primary health care could improve access for underserved populations.<\/li>\n<li style\"padding-bottom:15px;\"><a href=\"https:\/\/www.who.int\/docs\/default-source\/health-financing\/strategic-purchasing\/d2-s3-merghani-moh-sudan.pdf?sfvrsn=dc58eafd_2\">Implementing strategic purchasing mechanisms<\/a>: Introducing strategic purchasing practices that separate provider functions from purchasing roles could lead to more efficient use of resources.\u00a0<\/li>\n<li><a href=\"https:\/\/p4h.world\/en\/documents\/health-financing-in-sudan-insights-from-the-2023-conflict\/\">Pooling and integration of health funds:<\/a> Sudan is exploring ways to integrate various health funding streams, including those from donors, NHIF and government budgets, to create a more unified and efficient financing system.<\/li>\n<\/ul>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;TEXT &#8211;
