The 1999 Constitution of the Bolivarian Republic of Venezuela<\/a> recognizes health as a fundamental social right and establishes the state\u2019s obligation to guarantee access in articles 83, 84, and 85. This was a notable departure from the previous constitution of 1961, where article 76 states that the state was tasked only with preventive measures and assistance to the vulnerable. In 2021, out-of-pocket (OOP) expenditure was of current health expenditure (CHE), and domestic general government health expenditure (GGHE-D) was 5.5% of general government expenditure. The intention was to overcome inequities in availability, access, coverage and quality of health care.
