THS-UCP is led by the Ministry of Health (MOH), with support from the Council of Governors (COG). One hundred and thirty million of the US$ 191.1 million project is structured as performance-based financing to Kenya\u2019s 47 counties, which are responsible for implementing project-funded activities.
