This mechanism contributes to inefficiency, inequity and cost, and is a barrier to patients seeking care especially the vulnerable aging population, hence impede progress towards universal health coverage. \u00a0To ensure that the vulnerable groups are protected from the financial burden of care, there are efforts to expand health insurance coverage to these groups, including older adults, in sub-Saharan african countries.
