These reforms include the abolition of user fees and the introduction of pre-payment mechanisms. In this report, authors conducted an analytical review of health care reforms with their corresponding equity outcomes. Various health equity issues were identified including high incidences of inefficiencies in health care such as stock-outs, low quality of health care under-table payments, and increased out-of-pocket payments which continue to contribute towards high incidences of catastrophic health expenditures.
