Hotspot targeting remains inadequate, particularly where the OOP expenditures are related across geographic regions due to unequal demand, supply and prices of healthcare services. These hiccups undermine the efforts towards the attainment of Universal Health Coverage\u00a0\u00a0by curtailing the aims of ensuring people\u2019s access to healthcare without suffering financial catastrophe.
