This review is part of ThinkWell\u2019s Strategic Purchasing for Primary Health Care (SP4PHC) project to improve primary health care, implemented in five countries with support from a grant from the Bill &amp; Melinda Gates Foundation. The team reviewed the Gratuit\u00e9 policy to better understand and describe how it works in the field, what its challenges are, and which lessons can be drawn for the way forward.
