But while\u00a0the health sector has made\u00a0steady progress on increasing\u00a0the coverage of essential health services until 2015\u00a0(SDG indicator 3.8.1), at the same time financial\u00a0protection worsened as\u00a0tracked by SDG indicator\u00a03.8.2 for catastrophic health\u00a0spending. Tackling these\u00a0problems is therefore a\u00a0defining challenge for current efforts to achieving universal\u00a0health coverage (UHC)\u00a0following the COVID-19\u00a0pandemic and in a time of\u00a0economic contraction.\u00a0The priority is to substantively\u00a0reorient health systems\u00a0towards primary health care\u00a0(PHC) and to strengthen universality while focusing on\u00a0policies which protect the\u00a0poor and vulnerable.<\/p>\n<p>Key messages<\/p>\n<ul>\n<li>Prior to the COVID-19 pandemic, global progress towards UHC was mixed.<\/li>\n<li>Deteriorating levels of financial protection is observed in many countries.<\/li>\n<li>Persistent inequalities remain in terms of access to essential health services.<\/li>\n<li>Health inequalities will be compounded by the currently constrained fiscal situation and limits on public spending on health in the near term.<\/li>\n<li>Fragmented, poorly designed health financing and coverage policies, and inadequate budgeting processes still dominate many health systems.<\/li>\n<li>Phasing out fossil fuel subsidies would support climate resilience with savings supporting UHC.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>WHO technical brief on health financing for universal health coverage through primary health care Since 2015, the United\u00a0Nations Sustainable\u00a0Development Goals (SDGs)\u00a0have driven efforts to improve\u00a0health protection and care\u00a0across the world.
