This analysis is part of ThinkWell&#8217;s SP4PHC (Strategic Purchasing for Primary Health Care) project to improve primary health care, which has been implemented in five countries with the support of a grant from the Bill &amp; Melinda Gates Foundation.<br \/>\nThe team examined the free-of-charge policy to better understand how it works on the ground, what challenges it faces and what lessons can be learned for moving forward.
