The ToR for the study stipulates that it will be carried out by a national consultant with the support of a WHO expert.<br \/>\nThe study will be the subject of two reports. The first, which is the present document, deals specifically with the policy of free health care as defined in part I.a., as well as its place in the perspective of universal health risk coverage in Niger, or &#8220;protection against financial risk&#8221;.
