Health aid is fragmented and burdensome, lacking country ownership, and COVID-19 has exacerbated these issues. Gavi’s upcoming strategic period, “Gavi 6.0,” presents an opportunity to address these challenges. This CGD Note proposes a New Compact between Gavi and partner countries to improve health service financing by prioritising country-led efforts and financing high-priority vaccines. The proposal includes policy shifts to rework health service financing, enhance pooled procurement, strengthen market shaping, ensure comprehensive coverage, and advance donor harmonisation.
