  1. Identifying budgetary and allocative inefficiencies in health sector operations in Mali ;<\/li>\n
  2. Identify technical inefficiencies and inequities in the AMO drug policy alone, including provisions for drug coverage, margins and co-payments;<\/li>\n
  3. Specify concrete measures to achieve efficiency gains;<\/li>\n
  4. Estimate the volume of additional resources achievable through interventions to improve allocative and technical efficiencies;<\/li>\n
  5. Provide evidence associated with the impact these additional resources can have on financial protection if allocated to cost-effective interventions.<\/li>\n<\/ol>\n
