Over the past decade, government health spending in the Philippines has grown rapidly, supported by expanded fiscal space, stronger health policies, and rising national income. Despite this progress, the health financing system remains fragmented, with overlapping functions and competing funding streams. Key sources such as PhilHealth, national and local government budgets, and medical assistance programs often operate in isolation. This fragmentation weakens financial risk pooling, reduces efficiency, and limits potential economies of scale. To address these gaps, the report proposes a framework to consolidate financing flows and strengthen system coherence.<\/p>\n<\/div>\n
