This study analyzed the financing system for communicable disease (CD) management in Afghanistan through qualitative research using interpretative phenomenological analysis with 49 health system experts. It identified 12 strengths, 16 weaknesses, 9 opportunities, 21 threats, and 47 potential solutions. Key strengths included diverse international funding, while major weaknesses were limited government health budgets, lack of health insurance, and high out-of-pocket spending. Donor commitment to disease eradication was a major opportunity, whereas political instability, aid cuts, and poor infrastructure posed serious threats. The study concluded that Afghanistan needs an integrated and transparent financing system to pool resources, strengthen service delivery, and protect citizens from financial hardship due to CDs.<\/p>\n
