{"id":987520877,"date":"2021-04-27T02:56:57","date_gmt":"2021-04-27T01:56:57","guid":{"rendered":"https:\/\/p4h.world\/news\/state-budget-2021-2023-approved-health-spending-protected-from-cuts\/"},"modified":"2023-03-02T10:24:38","modified_gmt":"2023-03-02T09:24:38","slug":"state-budget-2021-2023-approved-health-spending-protected-from-cuts","status":"publish","type":"news","link":"https:\/\/p4h.world\/en\/news\/state-budget-2021-2023-approved-health-spending-protected-from-cuts\/","title":{"rendered":"State Budget 2021-2023 approved: Health spending protected from cuts"},"content":{"rendered":"<p>In a Law adopted on December 2, 2020 No.379-V\u0406 \u0417\u0420\u041a, <strong>Government of Kazakhstan<\/strong> has approved<strong> &#8220;Republican budget for years 2021-2023&#8221;<\/strong> &#8211; which outlines all state (public) funds for the three-year budget cycle.<\/p>\n<p>In this publicly available document<em>,<\/em> the Attachment No.5 specifies: &#8220;The List of Republican budget programs (and subprograms) which are <strong>exempt from cuts<\/strong> during republican budget execution for year 2021&#8243; (source &#8211; http:\/\/adilet.zan.kz\/rus\/docs\/Z2000000379).<\/p>\n<p>In other words, there is a list of public spending programs which are exempt from the overall budget cuts (&#8220;sequestering&#8221;) with the aim of cost-saving; on the contrary, they are, in most cases, increased or preserved at previous levels.<\/p>\n<p>In line with the country&#8217;s committments to achieving and maintaining Universal Health Coverage, <strong>public funding for health care is preserved from cuts, <\/strong>namely the Budget Program <strong>No.067 &#8220;State Guaranteed Health Benefits Package&#8221;<\/strong>, and Budget Program <strong>No.070 &#8220;Protection of Public Health&#8221;<\/strong> &#8211; both administered by the Ministry of Healthcare. A more detailed listing of subprograms under these budget programs is available in Attachment No.5 to the abovementioned law.<\/p>\n<p>In addition to these centrally (nationally) administered public funds, the only two <strong>local budget programs<\/strong> (administered by the local governments), which are also <strong>exempt from budget cuts,<\/strong> are &#8220;Health care&#8221; and &#8220;Education&#8221;.<\/p>\n<p>Such state budget planning demonstrates Kazakhtan&#8217;s priorities, out of sectors &#8212; in health care and education, despite difficult pandemic and post-pandemic times.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In a Law adopted on December 2, 2020 No.379-V\u0406 \u0417\u0420\u041a, Government of Kazakhstan has approved &#8220;Republican budget for years 2021-2023&#8221; &#8211; which outlines all state (public) funds for the three-year budget cycle.
