{"id":987521011,"date":"2021-11-03T02:58:52","date_gmt":"2021-11-03T01:58:52","guid":{"rendered":"https:\/\/p4h.world\/news\/kazakhstan-adopted-a-patient-rights-charter-and-is-piloting-informed-public-monitoring-at-health-care-organizations\/"},"modified":"2023-03-02T09:55:05","modified_gmt":"2023-03-02T08:55:05","slug":"kazakhstan-adopted-a-patient-rights-charter-and-is-piloting-informed-public-monitoring-at-health-care-organizations","status":"publish","type":"news","link":"https:\/\/p4h.world\/en\/news\/kazakhstan-adopted-a-patient-rights-charter-and-is-piloting-informed-public-monitoring-at-health-care-organizations\/","title":{"rendered":"Kazakhstan adopted a Patient Rights Charter and is piloting informed public monitoring at health care organizations"},"content":{"rendered":"<p>Ministry of Healthcare of Kazakhstan held a <strong>round table discussion<\/strong>&nbsp;on the results of the<strong> pilot implementation of the Mechanism for Informed Public Monitoring and Feedback from the Population<\/strong> <strong>(MIPM)<\/strong> in health care organizations in Kazakhstan and adopting of the Patients Rights Charter in Kazakhstan.<\/p>\n<p>One of points from <strong>the Address of the Head of State Kassym-Jomart Tokayev<\/strong> to the people of Kazakhstan from September 2, 2019 was that a &#8220;<strong>constructive public dialogue <\/strong>is the basis of stability and prosperity in Kazakhstan&#8221;&nbsp;and therefore, feedback from the population must be valued accordingly.&nbsp;<strong>Public dialogue, openness, prompt response <\/strong>to the needs of people are defined as priorities in the activities of state bodies.<\/p>\n<p>As noted by <strong>Laura Akhmetniyazova, <\/strong>Deputy Chairperson of the Medical and Pharmaceutical Control Committee of the Ministry of Healthcare of Kazakhstan, in order to implement the upcoming National Project &#8220;High-quality and affordable health care for every citizen&#8221; and &#8220;the strategic objectives of the WHO policy on adherence to the principles of social justice in the interests of public health&#8221;, it is important to ensure and support the health of every person of all ages, including health literacy, healthy lifestyles, which are a valuable resources.<\/p>\n<p>\u201cIt is important to understand that health indicators should be considered not only as a result of the work of the health system, but also as a result of the implementation of a joint policy covering all components of public administration and collective efforts of the whole society,\u201d the Deputy Chairperson said.&nbsp;<\/p>\n<p>Innovative approaches to improving the health of citizens contain a wide range of new answers to the most pressing health problems that arise at different stages of a person&#8217;s life.<\/p>\n<p>According to L. Akhmetniyazova,<strong> the active participation of people<\/strong>, organizations and government bodies themselves is important in solving existing issues. \u201cWe hope that our joint integrated work will contribute to jointly implementing the concept of <strong>hearing health care organizations<\/strong>,\u201d she said.<\/p>\n<p><strong>Pilot <\/strong>implementation of Mechanism for Informed Public Monitoring and Feedback was carried out in <strong>17 health care organizations<\/strong> from March 2020 to May 2021. Of these, 6 organizations provide primary and outpatient care, 6 are multidisciplinary hospitals and 5 are rural multidisciplinary hospitals.<\/p>\n<p>The <strong>goal<\/strong> of the project is to help <strong>improve the accessibility, quality and efficiency of the service delivery system<\/strong> <strong>and reduce financial risks<\/strong> for the population caused by serious health problems.<\/p>\n<p>In total, for the entire period of implementation of the MIPM Project, 17 pilot health care organizations held <strong>954 sessions:<\/strong> 390 focus groups with the population or patients, 394 focus groups with employees of health care organizations and 170 meetings of the Committee of Public Trust at health care organizations.<\/p>\n<p>An important element was <strong>to obtain direct feedback and dialogue between providers and users of medical services<\/strong> at the local level (patients), and the introduction of a mechanism for informed public monitoring.<\/p>\n<p>In addition, within the framework of the Round Table, <strong>the Patients&#8217; Rights Charter of the Republic of Kazakhstan was presented,<\/strong>&nbsp;which was developed taking into account the international experience in regulating patient rights and the current legislation of Kazakhstan.<\/p>\n<p>This charter is <strong>a recommended set of patients&#8217; rights<\/strong>, which contributes to raising the legal culture of people, awareness of their rights and is an additional guarantee of patient rights protection.<\/p>\n<p>Solutions were recommended to enhance patient rights, to receive adequate and ethical information about \u201cbad\u201d news or medical incidents.
