Program of state guarantees of free medical care provision to citizens for 2022, including plans for 2023 and 2024 (the Program<\/strong>) establishes a list of types, forms and conditions for the provision of free of charge medical care<\/strong>, according to the list of diseases and conditions in which medical care is provided free of charge (\u201cpositive list\u201d \u2013 those listed are covered), and entitled categories of citizens, as well as the basic program of compulsory medical insurance<\/strong>.<\/span><\/span><\/span><\/p>\n

This program was approved on December 28, 2021,<\/strong> by the Cabinet (Government) resolution #2505, signed by the Prime Minister – Chairman of the Government of the Russian Federation, Mikhail Mishustin,<\/strong> available here<\/a>.<\/span><\/span><\/span><\/p>\n

In addition to outlining the list of benefits, the regulation defines standards<\/strong>  for<\/strong> average volume of medical care, standards for financial costs per service or case, average per capita financing standards, the procedure and structure for setting medical care tariffs and reimbursement methods, as well as other legal requirements in implementing health insurance system, such as criteria for medical care availability and quality.<\/span><\/span><\/p>\n

The newly approved program takes into account healthcare system functioning in the context of COVID-19 pandemic<\/strong>, so that even with the increased workload in hospitals and clinics, patients are provided with necessary care. Additional funding<\/strong> is provided to cover new types of COVID-19-related medical services such as in-depth outpatient monitoring after COVID-19<\/strong> recovery. This new type of check-up is introduced since July 1, 2021 for citizens who had coronavirus infection to identify possible complications, and to get timely recommendations and treatment.<\/span><\/span><\/span><\/p>\n

In addition, this Program is supplemented with a list of high-technology medical care<\/strong> using expensive methods of treatment, including cardiovascular surgery, treatment of stroke patients. <\/span><\/span><\/span><\/p>\n

The picture illustrates the growth in volume of covered high-technology medical care for the last five years.<\/span><\/span><\/span><\/em><\/p>\n

As before, citizens will continue to receive free medical care under the compulsory medical insurance system, including high-tech and specialized care.<\/span><\/span><\/span><\/p>\n

According to latest available data, coverage rate <\/strong>of Russian population with compulsory medical insurance was 99.2% <\/strong>as of January 1, 2021 (145 065 323 insured people<\/a> out of 146 171 015 residents according to RosStat<\/a>).<\/span><\/span><\/span><\/span><\/span><\/p>\n
